A state's Public Utility/Service Commission regulates phone companies operating in the state, requiring them to adhere to all applicable state and federal laws/regulations. One such law/regulation is the Telephone Consumer Protection Act of 1991 (47 USC sec. 227) and the collateral FCC regulations (47 CFR 64.1200). Since many phone companies make junk calls, if any such call violates the TCPA or its regs you can report it to your state's Utility Commission.
